The creativity and commodities of "need" can use the unique brand of the commune (in this case "Jiva 5 Lotus" and the metaphysical T-shirts and book cafe to invest with collaborators of the commune to create profits for the commune. ie. to help it become self-sustainable and manage the free education, health, water, subsidized food and communal grants for innovation to leverage its commune" brand onto the larger playing field of state, country and world. It can pay its taxes to distribute wealth and get grants from the government that promotes economic growth of the nation etc..
Anyway, here is an example of a design plan for a Capital Commune
i) The Central Township made up of;

b) The Financial/Investment Centre - dealing with the communes investments for its free barter concept to run with money to back it up.
(ie. the Jiva 5 Lotus Business Model with a financial banking, accounting and investment sector)
c) A 5 level Holisitic Health Concept/Clinic/Hospital - covering both mainstream and alternative aspects of
i) Bio-mechanical (eg. Orthopaedics, Physiotherapy & Surgery vs Yoga & Acupuncture),
ii) Bio-chemical (eg. allopathy & Nutritionals vs Naturaopathy & Ayurveda/TCM),
iii) Bio-pranic (eg. Homeopathy & Reiki vs SCIO Machine, Pegasus to Sanjeevani remedies)
iv) Bio-environmental (eg eco friendly technologies vs Shamanistic practices),
v) Bio-spiritual (prayer/communal singing and music vs Rudram chanting & grace)

3. Business areas on 3rd outer layer perimeter road dividing it from residential
Thus, the whole concept is a centrifugal one which should not be seen as a racial divide but one of appreciating Unity in diversity where each residential sub-urb should have its own central township where its cultures (and mystical traditions) can be appreciated and where people from the other cultures can come to celebrate in other communites but uphold the responsibility of their own similar cultures with respect to the 5 categories (&sub-categories).
With the self-sustainable eco friendly and community bartership brotherhood philosophy this will create education and culture in an atmosphere of understanding and tolerance for the unity in diversity. Naturally, it will create the capital communalism based on its local control of identity, creativity, technology and branding.
